Since it is not a problem that can be fixed in blends-dev
but rather in debian-edu where the invalid link exists
I'm reassigning this bug.

As Bas wrote the Blends documentation resides at
https://blends.debian.org/
since a long time (not related to the move to Salsa). I'm
guessing you might want to refer to
https://blends.debian.org/blends/apa.html
